As stated here, the different votes ("Don't like", "Like", "Love") are each worth a different amount of points.

The number of votes a player receives that count towards the tally for the weekly elections are counted by the number and quality of each vote.

For example, two players can tie with 50 votes but the palyer with more "Love" votes will come out ahead.
